After the earthquake and fire that destroyed much of San Francisco in April 1906, hundreds of thousands of people were left homeless. Many of these people established temporary refugee camps, using debris from the destruction to cobble together shelters.

Designed by architect John Wade, the Art Deco-style building was completed in 1931. The white obelisk of McKinley Monument rises to the right of City Hall, commemorating William McKinley, 25th President of the US. He was shot while attending the World's Fair in Buffalo in 1901.
